Corporation submits estimates for traffic improvement plan
COIMBATORE: The Coimbatore Corporation has submitted to the State Government estimates for the traffic and transportation design and management projects that it plans to implement in the city under the Jawaharlal Nehru National Urban Renewal Mission. Corporation Commissioner V.K. Shanmugham submitted the estimates to Chief Minister M. Karunanidhi in Chennai.
Projects
The Corporation said here that projects for Rs.2,422 crore had been drawn up and these were aimed at improving the present traffic conditions and also providing new systems that could facilitate free flow of traffic on the now chaotic city roads. A traffic and transportation advisory committee headed by the Chief Secretary had held meetings with the Corporation, district administration and police officials here on improving the geometry of traffic junctions, increasing the width of roads to make them both traffic and pedestrian-friendly and also to plan more public transport systems such as the Bus Rapid Transit System.
Bus system
The bus system, on exclusive lanes, is being planned on Avanashi Road for 18 km at Rs.383 crore.
While the possibility of including Tiruchi Road is being examined, there is a demand for the system on Mettupalayam Road. At certain points, the Corporation is also exploring the possibility of elevated lanes for the bus system, where the roads cannot accommodate these buses and the other vehicles.
The plan has been divided into three components – short-term, medium-term and long-term.
Short-term plan
Under the short-term plan, the quality of 19 roads (totally 31.43 km) is to be improved at Rs.57 crore. Eight traffic junctions will be improved at Rs.3 crore. Traffic management measures at Rs.30 crore and exclusive lanes for cycles and pedestrians at Rs.21 crore are the other projects under this component.
Medium-term plan
Under the medium-term plan, the Corporation wants to build flyovers at five places at Rs.211 crore, 18 pedestrian pathways at Rs.25.60 crore, flyovers (over railway lines) or underpasses at Rs.92.50 crore, widening of nine roads at Rs.234 and lay 15 link roads at Rs.585 crore.
Long-term projects
Four ring roads at Rs.478 crore, four bus terminals at Rs.65 crore, six lorry terminals at Rs.36 crore and 14 vehicle parking facilities at Rs.200 crore are the long-term projects. As for parking, the Corporation is planning multi-tier parking lots to overcome shortage of space in shopping areas such as Cross Cut Road, D.B. Road and Oppanakara Street. At present, inadequate parking space chokes these roads and flow of traffic. The ring roads are aimed at de-congesting the city roads by enabling vehicles bound for other States or districts avoid the city. The bus and lorry terminals too are expected to help in de-congestion.
Traffic diversions on September 5 and 7
Coimbatore: Commissioner of Police, Coimbatore city, K. C. Mahali, has announced that tight security arrangements will be made in the city from September 3 to 7 in view of the Vinayaka Chathurthi celebrations and idol immersion procession.
Talking to reporters, Mr. Mahali said that a separate bandobust scheme has been prepared.
208 idols
Mr. Mahali said that 208 idols have been installed at various public places by various Hindu organisations. The immersions would take place in two batches on September 5 and 7 and there would diversions as per the following pattern: On September 5 (Friday) around 3 p.m., the immersion procession would wind its way from Sangamam street, Sundarapuram to Kurichi tank and during the procession vehicles coming from Pollachi to Coimbatore city would be diverted at Sundarapuram via Saradha Mill Road, Podanur Road to reach Aaatuppalam and vehicles going from the city towards Pollachi would be diverted via Podanur Road, Saradha Mill Road and reach Pollachi Main road.
On September 7 (Sunday) at 10 a.m., the first immersion procession would start from Thernilai Thidal and reach Muthannankulam and during the procession the vehicular traffic would be operated via Vysial Street and Sukrawarpet Road. On the same day, another procession would start from Theppakulam Maidan to Muthannankulam and during the procession , traffic from Mettupalayam Road towards south side would be diverted via Gurudwara Street and R.S. Puram. When the procession reach the Flower Market on Range Gowder Street, vehicles coming from old flyover would be diverted on NH Road. Vehicles coming from Mettupalayam Road from southern side would be diverted via Oppanakkara Street, Variety Hall Road, old flyover and Brooke Bond Road.
When the procession reaches Sukrawarpet, vehicles from Western side would be diverted at three posts, DB Road.
When the procession reach Karuppa Gounder Street, vehicles from Vysial Street would be diverted via Perur bypass road, NH Road, Ukkadam bypass road and when the procession reaches Thadagam Road, vehicles will be diverted at DB Road and TV Samy Road to reach Brooke Bond Road. On the same day another procession would start from VKK Menon Road at 3.30 p.m. and proceed towards Muthannankulam. Vehicles coming from Sathyamangalam Road would be diverted via Chinnasamy Street from 2 p.m. Vehicles coming from Mettupalayam Road would also reach Chinnasamy Street via ARC Junction, Sivananda Colony, 105 Feet Road and 100 Feet road.
When the procession reaches North Coimbatore flyover, vehicles from Thadagam Road would be diverted via Cowely Brown Road, Mettupalayam Road, ARC Junction, Sivananada Colony, vehicles from Perur would be diverted via Ukkadam bypass road. Vehicles coming from Ukkadam would be diverted via Oppanakkara Street and old flyover. Vehicles would not be allowed to pass through via Brooke Bond Road. When the procession reaches Sukrawarpet, vehicles from western side would be diverted via DB Road.
Competitions held
COIMBATORE: The National Student Management Contest organised by the All India Management Association that began here on Tuesday had 38 teams participating from various B-Schools from all over South India.
The two-day contest consisted of paper presentations on the topic “Managing Diversity – Challenges for India Inc.”
The teams were required to present their papers within 10 minutes and take questions from the judges. Two teams selected from the Coimbatore region will take part in the national final which will be held in New Delhi.
“The aim of the competition is to build competitiveness in management students and recognise excellence,” said Kamal Singh, Director of the association. It enables young students to prepare themselves for the corporate environment, he added.
The association used to conduct the competition for young corporate managers but, for the last five years had extended it to the B-School students. The response from the colleges had been overwhelming and 164 colleges from all over the country was taking part in the competition, he said.
R. Nandagopal, Director, of PSG Institute of Management, said the competition would enable students to benchmark themselves from other business schools, build their confidence and improve their ability to innovate. Most institutions were looking for innovativeness and creativity.
Stop step-motherly attitude’
irupur: The functioning of L.R.G. Government Women’s Arts College and Chikkanna Government Arts College was disrupted after 80 guest lecturers employed at these institutions observed a token strike on Tuesday.
They demanded immediate disbursal of their salaries which were pending from April this year, and urged the Government to stop the ‘step motherly’ attitude shown to them.
Muthamizh Selvi, a senior member of Guest Lecturers’ Association of L.R.G. College, said that the guest lecturers were paid a consolidated amount of Rs 4,000 a month instead of Rs 8,000 a month stipulated by the University Grants Commission.
Besides, increment was not given to any of the guest lecturers for the last five years.
According to D Ravi, secretary, Guest Lecturers’ Association of Chikkanna College, the Government should withdraw the rules restricting the guest lecturers from applying for doctoral programmes. “We are also not allowed to guide the M Phil students and value the examination papers,” he added.
Later, guest lecturers staged a demonstration and submitted a memorandum to the Regional Joint Director of Collegiate Education seeking redressal of their grievances.
Symposium on children’s literature
COIMBATORE: An international symposium on “Global Perspectives in Multicultural Children’s Literature” will be held at the Nirmala College for Women from September 8 to 10.
Participants from all over the world and the country will attend the symposium. Rimli Bhattacharya of Delhi University will inaugurate the symposium. Alida Allison from the National Centre for the Study of Children’s Literature, the United States, will deliver the keynote address.
The members of the International Research Society for Children’s Literature (IRSCL) will take part.
Scholars from Jawaharlal Nehru University, New Delhi, Kolkata, Chennai, Maharashtra, Kerala, Bangalore, and Hyderabad, and Iran, will present papers on diverse aspects of children’s literature.
Nirmala College for Women has tied up with the Children’s Literature Association of India to promote serious research in children’s literature at the university level.
Jumble sales to help cancer patients
COIMBATORE: The Vasantha Memorial Trust will organise a jumble sales on September 21. Conducted for the ninth consecutive year, the sale raises funds for cancer patients. The public can donate used or unused domestic appliances, furniture, toys, gifts, utensils, decorative items, electrical and electronic goods. Clothes, footwear, cassettes, toiletries and food items can be avoided.
In the sale conducted last year, 16 truck loads of goods that included a car were sold. The proceeds, amounting to Rs. 8 lakh, were used for the treatment of people with cancer.

Test track remains a dream
Coimbatore: Even as the government-sponsored track for conducting tests to issue driving licence continues to remain a dream for Coimbatore, the idea of utilising the testing track of a private institution on payment fee has drawn opposition from a consumer organisation.
For nearly a decade, the district administration and the Transport Department were trying to identify a land for the testing track. A stretch of land near Saravanampatty was identified, but the process of getting possession of it ran into rough weather. The process to identify another piece of land or to take possession of the Saravanampatty land was still on. Besides the land, the testing track required a minimum investment of several lakhs for putting up roads, road signs and signals.
In the absence of a test track, the Motor Vehicle Inspectors of Coimbatore South and Coimbatore North Regional Transport Offices were forced to use the Race Course, Ukkadam bypass road, Nehru Stadium ground and even GV Residency area for conducting tests. In such places, the tests could not be conducted in a professional manner. There is also a proposal to create one more RTO Central for catering to the increasing vehicular population.
Funds
When contacted, the Deputy Transport Commissioner, Coimbatore Circle, T. Gunasekaran, said that the proposal for setting up a test track was under active consideration. The authorities expect the orders and funds for the creation of the same at the earliest.
Meanwhile, sources in the Transport Department said that the driving school owners had also come up with an idea of a test track by the association. Recently, there were reports about a private institution offering its testing track facility for use by the department. The proposal wherein the applicant would have to pay a fee for using the track was being considered. The fee structure was stated to be in the range of Rs. 50, Rs. 100 and Rs. 200 for two-wheelers, light motor vehicles and heavy vehicles.
The secretary of Coimbatore Consumer Cause (CCC), K. Kathirmathiyon, requested the government to reject the same.
He said that already the public were paying the required fee as stipulated under the Motor Vehicle Rules besides a service charge while applying for licence. After collecting fee, it was the duty of the Transport Department to issue the licence after ensuring capability of the applicant to ride/drive a motor vehicle.
For non-availability of some equipment or facility, the department should not penalise the consumers, he added.
He reminded that increase in fee structure could have been admitted but collection of additional money, i.e. service charge, was not to be appreciated since the other departments would also follow suit.
In such a situation, if additional fees were collected from the public for eventual payment to a private trust, it would be definitely a burden on the people.
He also urged the government to expedite the proposal to establish a test track at an early date, he said.
Late hour booking of speed post launched in Coimbatore
COIMBATORE: India Post has extended the booking timing for Speed Posts up to 9 p.m. in eight post offices in this region.
With effect from Friday, Speed Posts will be booked up to 9 p.m. at R.S. Puram Head Post Office, Coimbatore Central, Coimbatore Bazaar, Ramanathapuram, Ramnagar, Red Fields, Tatabad and Gandhipuram post offices.
After inaugurating the service here on Friday, Indira Krishnakumar, Principal Chief Post Master General of Tamil Nadu circle, told presspersons that Coimbatore had logistics post service to Chennai and Madurai. Service to Tuticorin and Pondicherry was inaugurated on Friday and it was planned to have a similar facility from here to Bangalore. Logistics post service to Pondicherry would be through Tirupur, Karur, Trichy and Cuddalore. The service to Tuticorin would be through Tirupur, Dindigul, Madurai and Aruppukkotai.
The region registered a revenue of Rs. 30 lakh through logistic post in 2007-2008 and had crossed Rs. 13 lakh in the first quarter of this financial year. The Tamil Nadu circle registered over Rs. 1 crore revenue from logistic post service in 2007-2008.
Speed post articles would be delivered on Sundays and Post Office Holidays at the Coimbatore Head Post Office, R.S. Puram Head Post Office, Tatabad and Ramnagar Post Office from this week. It was planned to have a similar service in Erode, Tirupur and Salem too.
The Red Fields Post Office had been identified as Express Parcel Post centre. Parcels weighing up to 35 kg could be sent through this service. It would be through surface transport and would be treated as express service.
The Department planned to introduce e-ticketing facility for air, rail and bus transport soon at the Central Bus Stand Post Office here and also extend the speed post booking facility.
Some of the other plans for this region were introduction of intra logistics service here, computer training for all postmen and opening of franchisee outlets in each division. The outlets would handle money order, registered articles and stamp sales.
Ms. Krishnakumar said Project Arrow, a National-level initiative that covered nine offices in Tamil Nadu, would be extended to other regions in the State in the second phase. Rural post offices would be identified to provide service such as international money transfer and would have touch screen kiosks.
Corporation hopeful of starting door-to-door waste collection next month
COIMBATORE: With the arrival of pushcarts and bins, the Coimbatore Corporation is hopeful of beginning next month the much awaited door-to-door collection of segregated garbage in the city.
The Corporation’s Rs.96-crore Integrated Solid Waste Management Scheme has many components that will have to work jointly to create a clean city and safe disposal facilities. But, the final part of turning waste into manure or disposing it of through landfill depends on the first component: primary collection.
For this part, the Corporation is procuring pushcarts and bins to store separately the biodegradable and non-biodegradable waste. Each house will be provided with two bins – one green and other white. The biodegradable waste should be stored in green bin and the non-biodegradable in the white one.
“We may be able to begin door-to-door collection of waste in September,” says Mayor R. Venkatachalam. The Corporation will educate the people on how to go about the task of segregation. “We will involve non-Governmental organisations in spreading awareness. We will also distribute handbills that explain this method,” says the Mayor.
The Corporation has now received 1,530 of the 1,980 pushcarts it has been sanctioned. It has also received 35,000 green bins and an equal number of white ones. The total number of bins ordered is 2.29 lakh.
“The officials in charge of the scheme under the Jawaharlal Nehru National Urban Renewal Mission are in Hyderabad for a meeting. After they return, we will find out how many pushcarts and bins each of the four zones in the Corporation requires,” the Mayor says.
The distribution of the bins and awareness drives will also be discussed with the leaders of the parties in the Corporation Council.
As for the ones already received, the Mayor says the distribution to the wards under each zone has begun. The first batch of pushcarts and bins were given away on Wednesday by South Zone Chairman P. Pynthamil.
On getting the people to cooperate, the Mayor says the door number of the houses and the signature of the owners will be obtained while the bins are handed over.
No one can dump garbage on the road by claiming that the bins had not been given. The zone sanitary officers and sanitary inspectors will be held accountable for any lapses.
“Our aim is to create a clean city. The people should cooperate,” the Mayor says.
Stars to take up cause of cricket
Coimbatore: After getting the crowd crazy with its T20 matches, the Coimbatore District Cricket Association (CDCA) has packed in its busy agenda yet another added attraction – the Nakshatra Saral – for the entertainment-starved Coimbatoreans this weekend.
Scheduled for August 21 at the PSG Tech Grounds, the programme, involving popular artistes from the Tamil film industry, is organised to raise funds to upgrade the facilities at cricket grounds in Coimbatore city.
“We have seven to eight grounds and we need to upgrade them in some way or the other. The pitches, scoreboards and the water facilities all need to be looked into. The funds will be used to create a world-class fully grassed turf ground in which Ranji Trophy and Duleep Trophy matches can be conducted. We want the cricket loving people of Coimbatore to witness India stars in action for their respective State and zonal sides,” said D. Lakshminarayanaswamy, the association president.
To chip in funds, the CDCA, which is celebrating its Golden Jubilee year, struck upon the idea of having a musical night. “We are expecting to give three hours of good fun for the sports loving people of Coimbatore. We hope the public will respond positively and support the show for the sake of the game,” said Mr. Lakshminarayanasamy.
Why a musical night for the promotion of cricket?
“We do understand that cricketers can light up the night as much as our cine stars do; but with the cramped ICC tour schedule we are left with no other option. I think the crowd will still enjoy the evening as we have roped in celebrity actors such as Namitha, Laksmi Rai and Keerthi Chawla to dance to the tunes of Deva and troupe. Tipu, Magadi and Malgudi Subha will also be present to take the crowd to a different world with their enchanting voices,” he said.
Besides music and dance, the Disoni Event Management Group has lined up a series of comedy clips from Robot Shankar and Aravind of ‘Asathapovathu Yaaru’ fame.

Siruvani water level inches upwards despite poor rain at dam
COIMBATORE: Water level in the Siruvani Dam seems to be making a determined effort at climbing to the full reservoir level of 67 ft, despite the dam recording very little rain from August 15.
Rainfall has been only 3 mm or 4 mm on a couple of days and the rest of the days experience no rain at all. But, there has been a marginal rise in water level every day (see table), says Mayor R. Venkatachalam.
On Friday, the water level was a little more than 56 ft. The water level had not risen for 24 hours since Thursday morning as there was no rain.
The Corporation says that as the level gets closer to the top of the dam, the pace of the rise at this stage cannot be compared with the initial one. The rise will naturally be slow because of a large water spread area.
Even if the rise is not to the desired level, what the dam is getting now cannot be termed negligible, says the Mayor.
“Though there has been very little rain, the level has kept rising because of good inflow in the water falls that bring water from the upper reaches of the Siruvani Hills,” the Mayor points out. The water level keeps rising despite poor rain and the daily drawal of 75 to 80 million litres a day. This can be possible only from good inflow from the catchments, he says.
The Mayor says more rain is predicted and it may help in the storage touching the full reservoir level. But, the Corporation does not sound very confident that water may overflow from the dam this year.
Overflow
This is because the overflow began on July 8 last year and there are more than 10 ft to go for the water level to rise to the brim even in mid-August this year.
Torrential rain in the catchments over the next one week can change things, according to the Corporation. But, the present situation does not guarantee that.
The Mayor says that the water supply situation can be managed till next summer. He is optimistic of more rain and inflow.
Powerloom strike continues
COIMBATORE: Even as the strike by job working powerloom units in the district continued for the seventh day on Friday, talks held in Tirupur on Friday to find a solution remained inconclusive.
Settlement
Minister for Rural Industries and Animal Husbandry Pongalur N. Palanisamy and District Collector V. Palanikumar had talks with the textile manufacturers, job working powerloom unit owners and representatives of the labour unions to arrive at a settlement.
Wage rise
The job working unit owners are demanding a 100 per cent increase in wages. The previous wage revision was in 2005.
However, the manufacturers contend that with a slow down in the market they will not be able to increase the wages now. They say that as stocks of textile fabric have piled up with them, they need time for continuing the talks.
Protest
Meanwhile, some of the trade unions have announced a protest in Mangalam on August 26.
According to the District Council secretary of AITUC, N. Selvaraj, the textile manufacturers have not come forward to find a solution to the issue.
No date has been fixed for the next round of talks.
The job working units announced indefinite strike on Saturday and the delay in arriving at a settlement will lead to unrest among workers.
“If need be, the unions will plan a series of protests,” he said.
The district has about two lakh powerlooms employing nearly two lakh workers directly. Some of the voluntary organisations and labour unions opened gruel centres (kanji thotti) in Palladam taluk and Somanur on Friday and distributed gruel to the workers.

People’s participation to be ensured in works
COIMBATORE: After local citizens’ groups such as Residents’ Awareness Association of Coimbatore, Siruthuli and Kural made efforts to involve people in city planning, a national-level non-Governmental organisation will open its Coimbatore chapter on Thursday to promote public participation in infrastructure planning and development.
Initiative for Change Centre for Governance, headquartered in New Delhi, aims at helping communities effectively engage in and contribute to improving the environment they live in, says Co-ordinator of the centre S. Baskar.
As for local self-governance in terms of planning, the centre will act as a forum for collective thinking and action. It will also provide inputs to various stakeholders – from the civic body to the public – on issues concerning governance.
Mr. Baskar says the Coimbatore centre will focus on mapping the civic infrastructure and identify the deficiencies across the city.
It will help communities mobilise resources to carry out remedial measures wherever the local body is not able to meet their needs.
The other focus of the centre is to ensure that the resources provided under various Government schemes for development are put to optimum use.
It will also assess the quality of life of the residents in Coimbatore and also the impact of various schemes of the Government and the local bodies on them.
Involving the public in city development will be done through a campaign titled “Coimbatore, I Care”.
This is on the lines the centre’s national-level drive: “India, I care”.
The centre proposes to network with various Governmental and non-Governmental agencies that are involved in public service.
Interactive sessions will be organised among Government agencies, business sector and the civil society on issues of public importance.
On specific efforts in Coimbatore city, Mr. Baskar says GIS (Geographical Information System) mapping of civic infrastructure and the one put up by civil society in all the 72 wards of the Coimbatore Corporation has been done.
Civic infrastructure comprises parks, reserved sites, dispensaries and other public utility facilities created by the civic body.
Hospitals and educational institutions are facilities provided by civil society, commonly called private organisations, he explains.
The GIS contains specific information on the status of roads in the city.
It shows clearly the length and width of roads and also whether they had a tar-top.
Other basic amenities such as drainage are also in the database. “We have even a ward infrastructure index that can be used to draw up a ward development plan. The index shows the current status of each ward in terms of development. The civic body can know which ward is in need of more schemes and funds,” says Mr. Baskar.
An urban infrastructure index shows what the city has and what it is in dire need of.
An environment quality index shows the quality of drinking water and ground water and also the level of air and noise pollution.
Mr. Baskar claims that the centre’s campaign will be relevant in the context of the Jawaharlal Nehru National Urban Renewal Mission schemes that the Corporation is set to implement.
Mridangam artiste from Kerala breaks Guninness record
COIMBATORE: Kuzhalmannam G. Ramakrishnan, mridangam artiste from Palakkad, has played the mridangam 301 hours non-stop, successfully breaking his own record of a 101-hour non-stop performance.
Having started the performance at the Nehru College of Aeronautics on August 1, the artiste concluded it on August 13.
“I have been practising mridangam ever since I was 10 and the sessions have lasted for hours together,” said Mr. Ramakrishnan. Even with no sleep and very little food, he said he never felt any physical discomfort during the performance. “Encouragement from the audience is very important for an artiste. The audience was very appreciative,” he added.
Centre for music
He performed a five-day mridangam marathon in 2005, which earned him a place in the Guinness Book of World Records and the Limca Book of Records.
Though Mr. Ramakrishnan plays the tabala and ghatam, his personal preference is the mridangam.
He runs a centre for music in Kerala.
He has performed in over 5,000 stages and has won several awards such as the kalaa praveena, mridanga vaadya kalaa thilakam, vaadya samrat, and kalaa vallabha. Mr. Ramakrishnan also has a passion for painting.
Dyeing units plan to establish RO plant
COIMBATORE: The textile dyeing units connected to the Common Effluent Treatment Plant (CETP) at Telugupalayam here plan to install a reverse osmosis plant to reuse the treated effluents.
V. Marimuthu, president of the common plant, told The Hindu that 41 licensed units were connected to the CETP and all were small-scale industries that processed yarn. The processed yarn was supplied to the weaving units in the region. Electricity connections were disconnected earlier for 12 unlicensed units as they were found violating the pollution control norms. The 41 units had established the CETP a year and a half ago at a cost of Rs. 4.6 crore. Mr. Marimuthu said the units were not functioning for the last few days and were studying the possibility of establishing a reverse osmosis plant.
With reports of the units discharging effluents from the CETP without proper treatment, the Tamil Nadu Pollution Control Board issued notice to the units a week ago and gave them 15 days time to reply. Under directions from the Collector, V. Palanikumar, samples were taken from the inlet and outlet of the CETP and at the point of confluence of Rajavaikkal in Noyyal and the discharged effluents had toxic contents more than the permissible levels.
The Collector said the board would wait for the response from the units for the notice and then decide on the future course of action.
Consumer fair begins

COIMBATORE: Consumex 2008, a consumer fair organised by Sivam Agencies at Suguna Kalyana Mandapam, has everything starting from toiletries to eatables, kitchen appliances, decorative items and clothes.
Stalls
Among the 80-odd stalls, a majority of them are of stationery items and eatables. The fair is being organised in the city for the 14th consecutive year.
“In the last few years, we have been receiving over one lakh visitors. This year, we expect more,” said Chairman of Sivam Agencies M. Rajendran. In addition to the freebies and discounts offered at most of the stalls at the fair, special events would be organised on all the five days, Mr. Rajendran added.
Competitions
Painting and quiz competitions for children, hair-styling contest for women, special dance programme for children, glass painting workshop, magic show, and fancy dress competitions would be held. Special programmes would be conducted for visitors too. The fair is on till August 17.
Gram sabha meetings tomorrow
Coimbatore: The District Collector, V. Palanikumar has announced that gram sabha meetings would be held in 389 village panchayats on August 15.
The meetings would focus on identification of projects to be taken up under the Rural Infrastructure scheme and social audit of projects implemented in panchayats since May under the National Rural Employment Guarantee scheme.
Progress
Meetings would review the progress in the Anna Renaissance Scheme.
At these meetings, there would be a review of implementation of schemes related to drinking water, electricity bills and other expenditures incurred from the general account and administrative expenses.
The income and expenditure account will be tabled for ratification of the gram sabha.
Under the total sanitation scheme, Rs 1,200 would be provided as incentive for construction of low cost toilets in all the houses in the panchayat.

Tight security in city for Independence Day
Coimbatore: The City Police Commissioner, K.C. Mahali has announced that a tight security cover would be thrown in and around the City beginning August 13 in view of the Independence Day celebrations on August 15.
According to police sources, the security measures gain significance in the wake of serial blasts at Ahmadabad and Bangalore and intelligence interceptions about the terror module targeting and operating under the banner ‘BACK i.e., Bangalore, Ahmadabad, Chennai and Kolkatta’.
The measures gained significance in the wake of an extremist who was secured at Tirunelveli ten days ago and the seizure of explosives.
Mr.Mahali on Tuesday conducted a meeting to review the law and order situation and to check the alertness and preparedness of the machinery for an elaborate bandobust arrangement
Police issue guidelines for peaceful celebration of Vinayagar Chaturthi
Coimbatore: The Superintendent of Police, Coimbatore Rural District, G. Karthikeyan has issued a set of fourteen guidelines for ensuring smooth and peaceful conduct of the Vinayakar Chaturthi celebrations and immersion processions.
In a release, Mr.Karthikeyan said that as per the High Court order, in the interest of environment and to avoid pollution of water bodies, the idols should be made of either clay or papier-mâché.
Idols made of plaster of paris would not be allowed for installation or immersion.
As per the court order and to avoid pollution, the organisers of Chaturthi celebrations should ensure that idols are painted avoiding chemical based paints.
Failure to comply with these guidelines would amount to contempt of the High Court order.
Idols should not exceed a particular height and the restriction was to ensure that the idols did not come into contact with the live overhead electric lines while being taken out in a procession for immersion.
Permission would not be granted for installation of more idols and the organisers should stick to the same number of idols that were installed last year.
The immersion procession should go only on the routes that were permitted last year and no permission would be accorded for new routes.
The places where the idols had been installed should have only tin, zinc or iron sheet roofing and inflammable materials such as thatched roof would not be permitted. Immersion procession should stick to the time schedule and a committee comprising minimum of 20 persons should be formed for protecting the idols.
Organisers should have adequate lighting around the idol besides ensuring fire safety measures.
In the event of the place of installation of the idol belonging to a private person, a ‘No objection’ certificate should be obtained.
The organisers should not resort to bursting of crackers during the immersion procession.
Chandamama to organise ‘Children’s Day Out’
COIMBATORE: Chandamama Children’s Magazine will organise ‘Chandamama Children’s Day Out,’ fun-filled day long activities for children, on August 24 at the Codissia Trade Fair Complex in Coimbatore at 10 a.m.
According to a release from Chandamama, starting with Chennai, the programme will be conducted in 16 cities across the country. The grand finale will be held in Mumbai. Over one lakh children are expected to participate from all the cities. Children can take part in painting, clay modelling, poetry writing, story telling and English debate. A single-wicket cricket tournament will also be part of the programme.
Its objective is to give an opportunity to children to have fun, participate in creative activities and win lots of prizes.
In the last one year, there has been a concerted effort to revive Chandamama and restore the brand. A new management comprising people who have been brought up reading the magazine has been constituted.
Chandamama comics and Chandamama books have also been launched. One of the Chandamama books, commemorating 60 years of Chandamama, was launched by cine star Amitabh Bachchan in April.
The magazine is currently available in several Indian languages such as Tamil, Telugu, Malayalam, Kannada, Hindi, Oriya, Assamese, Gujarati, Marathi, Bengali, Sanskrit.
The management of the magazine is also looking at creating a community of parents, children, teachers and educationists. It is also planning to come out with coffee-table books.
Over 300 entries received for awards
COIMBATORE: The Bharathiar Research Centre at Bharathiar University has received more than 300 nominations from Tamil scholars for the Mahakavi Bharathi Aiynthamizh awards that will be given under five categories.
The five categories are “Eyatrtamil”, “Isaitamil”, “Nadakatamil”, “Ariviyal Tamil” and “Oodaka Tamil”. Five senior scholars (above 40 years) and five junior scholars (below 40 years) will be selected for the awards (two in each category).
There are 157 entries for the “Eyatrtamil” category, 27 for “Isaitamil”, 30 for “Nadakatamil”, 32 for “Ariviyal Tamil” and 18 for “Oodaka Tamil”.
There are also 45 entries received under the general category.
A jury consisting of language experts from the above mentioned areas, under the chairmanship of industrialist N. Mahalingam, met recently to draw up guidelines for selection.
Since the number of entries below the age of 40 was small, it was decided to base the award on the work and not on age.
The jury would meet on September 5 to select the final 10 candidates who would receive the awards. They would be given a purse of Rs. 25,000, a shield and a citation, each by Chief Minister M. Karunanidhi at a programme to be held here.
Exhibition
COIMBATORE: A State-level inter-school exhibition on science and technology - KAPSTECH - will be held on August 21 and 22 at the Karpagam Polytechnic College.

Campaign on compulsory registration of marriages gathers momentum
COIMBATORE: A mass marriage registration camp will be organised in Coimbatore soon as part of the campaign to ensure compulsory registration of marriages in the district launched by the Chairperson of the State Women’s Commission K.M.Ramathal earlier in July.
Officials of the State Women’s Commission in the district are going about collecting applications from people who have not registered their marriages yet. They have roped in NSS volunteers in colleges too for this purpose. Almost all the NSS volunteers of colleges affiliated to Bharathiar University have undertaken the project.
Ever since the campaign was launched, 180 marriages had been registered, said G.P.Godhanavalli, Co-ordinator of the State Women’s Commission. About 350 more applications had been collected from people who had come forward to register their marriages, she added.
The NSS volunteers played a crucial role in spreading awareness on registration of marriages in rural areas.
The sub-registrar offices, non-Governmental organisations, and the District Social Welfare office too were creating awareness on registration.
The volunteers also put up posters on the importance of registration at Government offices, the registrar office, in Corporation offices, in all women’s police stations and in the Collectorate. They were also planning to put up notices in public places such as bus stands and roadsides.
In the case of Christian and Muslim weddings, the registrations were done at the church and the mosque itself whereas the Hindu wedding rituals did not insist on it, Ms.Godhanavalli pointed out. Also, a majority of the public was unaware of the legal implications of non-registration, she added. Registration would act as a protection for women in cases of domestic violence. The women would not be able to seek a divorce if the marriage was not legally valid, she said.
The ignorance was appalling among the lower income groups. The upper middle class too were not aware of the need to register their marriages. In case of property disputes and for couples who were considering adopting a child, registration was a must. In addition, cases of separation would decline if there was a legal bond holding two individuals together, Ms.Godhanavalli observed.
Individuals who had applied to register their marriages should produce the family card as residence proof, school leaving certificate as age proof, community certificate and passport size photographs.

Driving licence: excess fee for address change condemned
Coimbatore: The Coimbatore Consumer Cause (CCC) has appealed to the Home Secretary, Government of Tamil Nadu to stop excess collection of fees by the Transport Department for endorsing change of address on the driving licences.
The Secretary of CCC, K. Kathirmathiyon, in a memorandum, said that as per Rule 44 of TN Motor Vehicle Rules 1989, the holder of a driving licence shall report the change of his address to the concerned licensing authority if the period of change of address was more than six months.
At present the RTO offices are collecting Rs 315 for changing the address in the driving licences. The authorities collected fee for a change of address treating the request as an application for new licence. Further, even if there is only a spelling mistake in the name of the licence holder or address, it could only be corrected by applying for change of address and the licence holder should pay Rs 315.
As per Rule 49 of the TN Motor Vehicle Rules 1989, the fee for effecting change of address in the driving licence is Rs.15 only. ‘We observed that the authorities collected Rs 15 for change of address, Rs. 100 for service charge, Rs. 40 As ELCOT fee and an additional Rs. 160 as “other fee”. Even the service charge of Rs.100 is not correct according to the rule. Further the reason for the collection of “other fees” is not known to anybody,’ he said.
There should be no service charge. Only the fee of Rs 15 and ELCOT fee of Rs.40 alone should be collected. Even if the Government decided to collect a service charge, it could collect Rs.25 as in the case of some other services, said Mr.Kathirmathiyon .
It was most unfortunate that whenever a person changes his residence he needs to pay Rs. 315 i.e., almost equivalent to fees of new licence. Ironically the fees collected for change of address in the Registration Certificate is Rs.20 only, even though the cost of the non-transport vehicle was in several lakhs. The Transport Department officials claim that if any fees were collected inadvertently below the prescribed fees, they have to answer to the Audit teams and if they collect excess fees there would not be any objection from the Audit and they were safe. Unfortunately it is the consumers that have to pay higher fees for this ambiguity, he added. Mr.Kathirmathiyon has also drawn the attention of the Transport Commissioner, Commissioner of Civil Supplies, Secretary to Government for Food and Consumer Protection Department to this issue.
KCT gets SBR technology-based waste water treatment plant
COIMBATORE: A waste water treatment plant has recently been commissioned at Kumaraguru College of Technology. The treatment is based on the Sequencing Batch Reactor (SBR) technology.
Innovative
The technology is innovative in the sense that treatment of domestic sewage and removal of clear water is done in a single tank.
The entire treatment cycle “Fill-React-Settle-Withdraw” takes place in the same tank.
“A conventional treatment plant involves separate tanks for different processes involved, such as sedimentation, refilling, aeration, clear water removal, etc.,” said G.L. Sathyamoorthy, a civil engineering department faculty involved in the commissioning of the plant.
The treatment plant, which has a capacity to treat 2.5 lakh litres, takes eight hours to complete a cycle and discharges clear water.
The SBR system has been implemented at a cost of Rs. 55 lakh in the college as a result of a memorandum of understanding with the National Institute of Agronomic Research, Laboratory of Environmental Bio-technology, France.
The principal investigators of the treatment plant project are Joseph V. Thanikal, principal of KCT, and Michel Torrijos of the institute.
The waste water from hostel bathrooms and kitchens is used as the domestic sewage for treatment. After an eight-hour cycle one lakh litres of water is let out.
The college, for the time being, stores it in the aerobic lagoon that goes directly for gardening purposes. It is also used for toilet purposes after undergoing chlorination process.
Since the aim of the college is to treat five lakh litres a day, another plant along with two underground storage tanks is all set to come up in another four months at a cost of Rs. 50 lakh.
According to Mr. Sathyamoorthy, tests are made to check for effluents after treatment in the environmental laboratory in the college. It is also proposed to introduce a filtration system to recycle the water for non-potable purposes in the campus.
The other members of the team are R. Rajinikanth and D. Suresh Babu.
Erstwhile garbage yard to have school, crematorium
COIMBATORE: The 36-acre erstwhile garbage yard of the Coimbatore Corporation on the city’s northern border with Kavundampalayam is set for an image makeover.
Public utility area
After having stored thousands of tonnes of garbage till 2002, it will have a higher secondary school, a power sub-station, a lawn with a walkers’ track around it, a biomass gasifier crematorium and a burial ground.
The Corporation aims to turn it into a public utility area. Mayor R. Venkatachalam said on Tuesday that while the projects for the other facilities had already been mooted, the latest was the proposal to shift the Corporation’s high school from a 12-cent site on K.K. Pudur to the former yard.
“The 30-year-old school has 440 students and 13 teachers. Though a high school, it has no playground, laboratory or a library,” the Mayor said. “We plan to allocate five acres for the school at the new site. The institution can then be upgraded to a higher secondary school with at least 1,500 students. It can also be provided with all the facilities it does not have now.”
Inspection
The Mayor and Corporation Commissioner V.K. Shanmugham inspected the spot where garbage that had accumulated was being disposed of through a landfill. Zone chairmen P. Pynthamil (South), V.P. Selvaraj (West), C. Padmanabhan (North), Leader of the Opposition V.N. Udayakumar, Education Committee Chairman R. Kalyanasundaram, Health Committee Chairman P. Nachimuthu and officials were present.
The school proposal would be made to the Education Committee of the Corporation Council. Once the committee cleared it, the proposal would be placed in the Council for its approval.
The Mayor said the Corporation could plan a number of facilities on this site because of shelving the zoo project. The Corporation wanted a much bigger zoological park than what 36 acres could accommodate.
Now, the biomass gasifier would come up on two acres at a cost of Rs.1 crore. The landfill would be done on six acres. This would provide a good green space in the city. It could even have a park for children, apart from the planned walkers’ track. Another two acres would be earmarked for a burial ground for Muslims. The rest of the site would be used to create public utility facilities.
